Services SETA and the S. A. Payroll Association

In 1998 a group of payroll professionals started the South African Payroll Association with the aim of promoting the profession and achieving recognition for payroll professionals.

This was to be achieved through the development of qualifications of a high standard, which would ensure that candidates of a high calibre were attracted to the profession. It was also planned for the Association to become the quality assurance body for the qualifications to be developed. 

Vision

A long term vision of the Payroll Association is to become the professional body for payroll in South Africa and to participate globally with other professional payroll bodies with a view to developing international standards.

With the Services SETA receiving skills development levies from many a payroll company, it became evident the SETA and the South African Payroll Association (SAPA) should work more closely together to support SAPA in achieving its goals on a national and international basis. These goals are slowly but surely being attained.

Activities that are being explored jointly are training interventions, the development of qualifications within the Organised Framework for Occupations and a mapping of international standards with countries such as the UK, Canada, Ireland, New Zealand and Australia.

The Chamber, together with Val Forrest, a Director from the Payroll Association, has already made progress with the UK, Ireland, Canadian and New Zealand Payroll Associations in terms of standardising qualifications. It seems the stakeholders have a keen and positive outlook on global reciprocity and are all willing to take part and assist in the process. 

The Future

Plans for the future of SAPA and the Services SETA are to draw up reciprocity agreements with the countries that are willing to follow through on international standards setting, and to host a combined conference in South Africa. At this event the signed reciprocity agreement will be shown and the South African Payroll Association officially recognised as the professional body representing the payroll industry by the Services SETA. All those involved in the payroll industry are invited to attend the conference. Levy-paying companies who pay levies to the Services SETA will be sponsored by the Services SETA.

At the same time the Payroll industry will participate in the Organised Framework for Occupations (OFO). This will see payroll stakeholders actively taking part in designing job profiling for the payroll industry. 

Skills development Levies

The Services SETA will also implement RPL (recognition of prior learning) payroll campaign in 2009. This campaign is to inform the industry of the RPL assessment process, which will see the employees of levy-paying companies being given the opportunity to be assessed for years of working experience against relevant industry qualifications.

Once assessed the employee may receive a qualification in Payroll Administration NQF level 4. Many employees working in the field of payroll do not have relevant qualifications; the RPL mechanism will uplift the industry in terms of skills acquired and encourage employees to achieve the chartered designation of a Payroll Practioner, to be identified on the new Occupational framework.

The payroll Industry has become a well known group of stakeholders at the Services SETA. Both the SETA and SAPA have shared a similar vision and are moving as one to achieve common goals. The chamber looks forward to working with SAPA in the years ahead, and to establishing an entity that has for all too long been missing in the payroll industry.
